Ra’ed Touati (°1994) is a jihadi from the Tunisian Jendouba governorate. He joined the Brigade of Okba Bin Nafa’a [KUIN; Katibat Uqba Ibn Nafaâ] in 2013.1 Touati gradually rose through the ranks and had become one of the Tunisia’s most wanted terrorists by 2015.2 A few years later, he purportedly served as one of the KUIN’s most senior operatives.

Touati took part in many of the KUIN’s attacks against the security forces, including the Nov. 30, 2014 abduction and beheading of a national guardsman near Mount Ouergha and the Jul. 08, 2018 killing of six officers in an ambush of a police patrol in the Jendouba governorate.3 He was also involved in the killings of two shepherds in 2015 and 2016.4

On May 01, 2019, security forces captured Touati during a military operation on Mount Chaâmbi.5 He was badly injured during the incident and one of his legs had to be amputated.6 The Tunisian authorities claimed to have thwarted several planned attacks due to the arrest.7
