Mohammed al-Kahlaoui (°1991) was a Tunisian jihadi from the Douar Hicher suburb of Tunis. Although he had a degree in physical education, Kahlaoui worked odd jobs in crafts and fishing.1 He was long known to the authorities for his Islamist activism.2 Security forces once arrested Kahlaoui as he was on his way to join the Islamic State of Iraq and the Levant [DaIISh; Dawlat al-Islamiya fi-Iraq wal ash-Sham].3 Kahlaoui was released shortly afterwards. Prosecutors charged him with glorifying terrorism in 2018.4 The case was later dismissed by a court due to lack of evidence.

Kahlaoui helped form a DaIISh-affiliated cell with his long-time associate Ayman al-Samiri. He actively helped prepare attacks against the security forces. Kahlaoui and Samiri made several explosives belts.5 He later served as one of the attackers in the double suicide bombings on the police in Tunis on Jun. 27, 2019.6 An officer and bystander were killed in the incident.
