Hicham el-Ouahchi (°1985) is a jihadi of Moroccan descent from the Dutch city of Den Haag. As a young man, he had psychological problems and was addicted to drugs and gambling.1 Ouahchi got into debt and racked up convictions for fraud and substance abuse. To better his life, he turned to religion. Ouahchi became acquainted with Islamists who later formed the core of the Schilderswijk Jihadi Network [SJN].2

In the summer of 2012, Ouahchi traveled to Saudi Arabia to study Islam. After his candidacy was rejected by a university in Medina, he went to Yemen and soon got into trouble over his immigration status. Yemeni authorities arrested him. After six weeks in custody, Ouahchi was deported to Turkey. Dutch intelligence agents brought him back to the Netherlands in October 2012.3 In Den Haag, Ouahchi allegedly became a senior associate of the SJN and organized meetings between radical Islamists at his home in Den Haag.4

Ouahchi traveled to Syria in January 2013.5 He reportedly linked up with Belgian members of the Holy Warriors’ Consultative Council [MSM; Majlis Shura al-Mujahideen]. Ouahchi returned to the Netherlands in October 2013.6 He was later arrested by Dutch police during the clampdown on the SJN. The authorities released him from jail in the runup to his trial in December 2014.7 A court sentenced Ouahchi to five years in prison on Dec. 10, 2015.8 An appeals court gave him a slightly longer prison term in May 2018.9
