​Mohammed Waqas (°1988) was a Pakistani citizen who worked as a driver for a food distribution company in the Italian city of Brescia when he turned to Islamist militancy in the mid-2010s.1 Waqas came under the influence of Tunisian associate Lassaâd Briki.2 The two men swore allegiance to the leader of the Islamic State of Iraq and the Levant [DaIISh; Dawlat al-Islamiya fi-Iraq wal ash-Sham].3 They actively propagated for the organization on social media and were behind an infamous campaign of pictures with threats at several Italian landmarks.4 Waqas was in contact with other Islamist immigrants in Italy and is known to have tried to convince at least one of them to enlist with the DaIISh in Syria.5

Before long, Waqas and Briki decided to carry out attacks in the name of the DaIISh in Italy. Waqas was determined to kill police officers.6 The two men also wanted to attack the Ghedi air force base.7 They began monitoring the facility and tried to acquire weapons.8 Waqas planned to join the DaIISh in Syria following his actions.9 The authorities had learned of the plans through a wiretap on his telephone and arrested him and Briki on Jul. 22, 2015.10 Waqas was sentenced to a six-year prison term by a court in Milan on May 25, 2016.11 The sentence was confirmed on appeal in May 2017.12
