Tawfik Bouallag (°1983) is a dual Algerian-French citizen from the town of Dreux. He was involved in drug trafficking as a young man.1 Bouallag later became devoted to religion and left France to join the Islamic State of Iraq and the Levant [DaIISh; Dawlat al-Islamiya fi-iraq wal ash-Sham] in December 2013.2 During his time in Syria, Bouallag was active on social media.3 He eventually got injured in fighting.4 In April 2014, Bouallag appeared with other French jihadis in a video distributed by DaIISh supporters in which he called upon Muslims in France to join the DaIISh.5

On Jun. 14, 2014, Bouallag was arrested by German police after landing at a Berlin airport.6 He was extradited to France a few days later.7 On Mar. 22, 2018, a court in Paris sentenced him to fourteen years in prison.8 His punishment was reduced to thirteen years imprisonment on appeal in November 2019.9
