Tariq Abdul-Satter is an Egyptian Islamist from Beni Suef. No information is available on his activities prior to the 2013 military coup. After the army deposed Islamist president Mohammed Morsi in July 2013, he attracted a small number of followers.1 Abdul-Satter organized meetings at his home in which he introduced his associates to Salafi extremism.2 In the meanwhile, Abdul-Sattar developed contacts with members of the mainland branches of the Partisans of the Holy House [ABaM; Ansar Ba’it al-Maqdis].3 He later joined the ABaM in pledging allegiance to the Islamic State of Iraq and the Levant [DaIISh; Dawlat al-Islamiya fi-Iraq wal ash-Sham].4 Abdul-Satter became a close associate of Ashraf al-Gharabli who was reorganizing parts of the ABaM’s mainland wing into an Egyptian branch of the DaIISh.

In 2015, Gharabli tasked Abdul-Satter with launching attacks against the security forces and tourists in Upper Egypt.5 He began training his followers in bomb making and weapons handling.6 After a while, Abdul-Satter and his men initiated operations in the Beni Suef governorate. His cell was behind two failed bomb attacks targeting a police patrol and a police station.7 Gharabli later ordered him to target tourists visiting ancient temples near Uqsur and assigned two foreigners who wanted to become suicide bombers to his module.8 Abdul-Satter helped plan the failed June 2015 suicide bombings at the Karnak temple complex.9 Police intercepted the attackers and no visitors were hurt.10

Abdul-Satter went into hiding following the June 2015 incident.11 He possibly fled the country. Abdul-Satter had long discussed plans of joining the DaIISh in Iraq or Syria with his followers.12
