Sa’ad Raouf is an Egyptian jihadi who helped found the Reinforcements of Egypt [AM; Ajnad Misr].1 He later served as one of the group’s most senior leaders, although his exact role was never revealed. Raouf was eventually caught up in the government’s crackdown on the AM. In late 2017, a court sentenced him to death.2

Prior to his involvement with the AM, Raouf had traveled to Yemen to join the Base Organization in the Arabian Peninsula [AQAP; Tanzim al-Qa’ida fi-Jazirat al-Arab]. The Yemeni authorities eventually arrested him. He spent two years in jail before returning to Egypt.3 It is highly likely that Raouf served as a liaison between the AM and al-Qa’ida.4
