Mohammed Salma is a former customs employee and little-known Islamist militant from Egypt’s Dakahliya governorate and senior operative of the Mansoura Jihad Cells [MJC] during the mid-to-late 2010s.1 In 2008, MJC leaders tasked him with heading a cell that had to scout sites in preparation for attacks. Dakahliya’s provincial state security headquarters and a Jewish shrine in the Beheira governorate were among the sites prospected by Salma and his men.2 He was judged in absentia and given the death penalty by an Egyptian court in March 2014.3
