Mohammed Ramadan (°ca 1971) is a former accountant and Islamist militant from Egypt’s Dakahliya governorate.1 He turned to Salafism in the mid-1990s and became the confidant of Khayariya-based preacher Hicham Abu Sa’ad.2 In 2004, the two men and some associates formed the so-called Mansoura Jihad Cells [MJC].3 Ramadan went on to manage the group under the guidance of Abu Sa’ad.4 He brought in a significant share of the MJC’s members and familiarized them with the use of firearms.5 He also set up safehouses for the cell’s operatives.6 Ramadan furthermore headed the MJC module that was preparing to attack American warships traversing the Suez Canal.7

Police arrested Ramadan on Oct. 22, 2009 as the authorities rolled up the MJC.8 He spent the next year and a half in prison. Ramadan was freed by the post-revolution interim authorities in March 2011.9 Prosecutors reopened the case against him and 25 other operatives of the MJC in 2013. Ramadan was given the death penalty on Mar. 19, 2014.10 He remains at large.
