Wael Mustafa is a little-known Egyptian jihadi who reportedly helped set up the al-Qa’ida-linked Nassr City Cell [NCC] along with Tarek Abu Azzam and Adel Shehato in the wake of the 2011 Egyptian Revolution.1 His exact role in the outfit was unclear. Mustafa was arrested by police at his home in Cairo on Sep. 13, 2012.2 A court sentenced him to ten years in prison for his role in the outfit on Oct. 22, 2014.3
