Ali el-Marghani is a former printing press technician and backer of the Tablighi Islamist movement from Tunisia.1 In the early 2010s, he made two failed attempts to join the jihadi forces in Syria.2 Marghani got in touch with the al-Qa’ida-linked Mohammed Jamal Network [MJN] during the journeys. He joined the network and helped it with smuggling weapons from Libya to Egypt.3 Marghani also became a member of the MJN-affiliated Nassr City Cell [NCC] which aimed to carry out attacks in Egypt, including on American warships traveling on the Suez Canal.4 He reportedly helped the cell with bomb making.5 Marghani was arrested during a raid on his apartment in Cairo as the Egyptian authorities rolled up the NCC in October 2012.6 A Cairene court sentenced him to life imprisonment on Oct. 22, 2014.7
