Haitham el-Khair was a jihadi from Egypt’s Gharbiya governorate who was active in the early 2010s. He and his brother joined the al-Qa’ida-linked Nassr City Cell [NCC] following the 2011 Egyptian Revolution and served as explosives experts. The siblings are known to have built and tested roadside bombs for the cell.1 Khair maintained close contacts with jihadi operative Omar Sorour.2 At the same time, Khair tried to help Egyptian Islamists who wanted to join jihadi forces in Syria. His exact role in this regard remains unknown.3

Egyptian security forces apprehended Khair in the Siwa Oasis on Oct. 23, 2012 as he was traveling with his brother and senior NCC operative Adel Shehato to Libya.4 He was put on trial and sentenced to life imprisonment on Oct. 22, 2014.5 In December 2018, Khair was again given a life prison sentence following a retrial.6
