Ahmed Youssef was a local commander of the Islamic State’s Province of Sinai [DaIWS;  Dawlat al-Islamiya Wilayat Sina’a] based in the city of Arish. He organized attacks against Egyptian security forces throughout the North Sinai governorate.¹ Youssef reportedly organized the Jan. 09, 2017 attacks on police checkpoints in Arish in which eight officers and a civilian died.² Security forces eliminated him and nine of his fighters during an operation a few days later.³
