Khalid Oussaih was a member of the Moroccan Islamic Combatant Group [GICM; Groupe Islamique Combattant Marocain]. He played a key role in the group’s logistical branch that was based in the town of Maaseik. His exact role within the GICM was not clear, but he has sometimes been linked to the organization’s attacks in Dar el-Beida and Madrid.1

In 2005, Oussaih traveled traveled to Syria where he was promptly apprehended and placed under house arrest after he had provided false identification.2 In February 2006, a Belgian court sentenced him in absentia to four years in prison for his role in the GICM’s activities.3 Syria eventually extradited him to Morocco in April 2006.4 Oussaih was held in a Moroccan prison for three years.5

Following his release, Oussaih stayed in Morocco for a few years before moving to France. He eventually returned to Belgium in 2013.6 After learning he was back in the country, Belgian authorities arrested Oussaih in November 2013.7 He was conditionally released in January 2014.8 Oussaih appealed his 2006 conviction and has since been involved in legal proceedings.9 A relative who had joined jihadi forces in Syria died in July 2015.10
