Yousef el-Moumen was an Islamist militant of North African descent active in Brussels during the early 2000s. At the turn of the millenium, he ran an internet café in the Belgian capital city’s Laken suburb.1 Around the same time, Moumen got acquainted with al-Qa’ida-affiliated jihadis Abdelkrim el-Hadouti and Driss el-Attaleh.2 He was close to Abdelhakim Gouram with whom Moumen and his brothers established the informal Gouram, Moumen and Tarik Module [GMTM].3 He played a key role in the outfit. The GMTM acquired weapons and allegedly planned to attack an office building in Brussels.4 Police eventually rolled up the group during a series of raids in February and March 2013.5 Moumen was arrested during the operations. In October 2004, a court sentenced him to five years imprisonment.6 His prison term was reduced on appeal on May 20, 2005.7 His current status and whereabouts are unknown.
