Bilal al-Makhoukhi (°ca 1990) is a jihadi of Moroccan descent from the Laken suburb of Brussels. In the early 2010s, he was affiliated to the Antwerp-based Shari’a for Belgium Movement [Sh4B]. In October 2012, Makhoukhi traveled to Syria and joined the Holy Warriors Consultative Council [MSM; Majlis Shura al-Mujahideen].1 He is known to have fought in the Haleb governorate. In December 2013, he returned to Belgium to get medical treatment after a sniper had shot him.2 Belgian doctors had to amputate his leg.3 In February 2015, a court in Antwerp sentenced Makhoukhi to five years in prison.4 The authorities allowed him to serve most of the time under house arrest due to his medical condition.5

In March 2016, the authorities suspended Makhoukhi’s house arrest. The next day he met with DaIISh terrorists as they were making final preparations for the Mar. 22, 2016 suicide bomb attacks at the Brussels’ airport and subway.6 Makhoukhi reportedly hid the module’s weapons cache.7 Belgian police arrested him on Apr. 08, 2016, but failed to recover the firearms.8
