Abdelhakim Gouram is a shadowy jihadi of North African descent who was active in Belgium in the early 2000s. He is known to have received training at an al-Qa’ida-ran camp in Afghanistan.1 Gouram subsequently traveled to Belgium where he reportedly provided assistance to the Tarek Maâroufi-led logistical branch of the al-Qa’ida-affiliated Tunisian Combatant Group [GCT; Groupe Tunisien Combattant].2 He also served as a confidante of Driss el-Attaleh and was in contact with Nizar Trabelsi and senior GCT operative Sami Ben Khemais.3

At the same time, Gouram and his closest associates formed the Gouram, Moumen and Tarek Module [GMTM].4 The cell procured explosives and weapons. It allegedly planned to attack a high-rise office building in Brussels.5 As the Belgian authorities cracked down on al-Qa’ida operations in the country following the Sep. 11, 2001 attacks, Gouram came under investigation.6 In February and March 2003, the authorities rolled up the GMTM in a series of raids across Brussels.7 Gouram was arrested during the operations. He was released in the runup to his trial.8

As the trial drew closer, Gouram fled to Brazil.9 He eventually returned to Belgium as proceedings began.10 In October 2004, a court sentenced him to a short term in prison.11 His current activities and whereabouts are unknown.
